Refresh of value packs?????

I recently bought a 99c package.

Now a day later roughly I am present with another different package for 9.99usd

Is this always the case???? You can only have it refreshed if you buy it???

I.e. if you dont buy it u will always be faced with the same one??

Sometimes the packages can change . Not everyone may get the same package or even get the offer at all.
