I'm a new player to the bakery game. I want to expand my bakery, it gives me a choice to
Do it with a certain amount of neighbors. How ever when I get the amount it wants,
option is no longer there. Can anyone tell me why?

The amount of neighbours is the requirement that you need to expand. When you have met that requirement it is replaced with the cost (coins) of the expansion.
