Farm Story 2: Missing water tower?

I noticed on Stormie's farm (showing as level 25) , there is a water tower building. I am currently at level 27, and have not seen this as being available in my market for sale. Is this an error? Will it be showing up in later levels? There are a few people a bit further ahead in the game than me, but none of them seem to have the water tower either.

I am curious about the water tower too, how come no one from TL has answered this question?

I do not have access to this game yet, so I am not sure, but I will try to find out some information on the Water tower.

Stormie sure does have a Water Tower! I wish he would tell me his secrets, but he will not tell me how he got it. :)
