Tea Time Kettle...How Do I get it?

I'm seeing people at level 27 getting it but it's a future goal only showing up on my ovens. Why?

Follow the goals (http://forums.storm8.com/showthread.php?53087-Royal-Tea-Goals-6-5-13), working back and forth between them. Part of one goal will unlock part of another goal, and you'll bounce around between them like that through the whole set. It's complicated at first, but you'll get the hang of it pretty quick. ;)
