Purple cow & game upgrade

Question #1 - How do I get a purple cow. I am at level 30. Most of my neighbors have the purple cow and they are at lower levels.
Question #2 - Is there a date set for the next update?
Suggestion: some of my items are maxed out, ie, water, sap, etc. The recipes don't use enough of the item. We should have the option to sell items to the market when this happens.
