I completed all the things to get the armor, but I haven't been able to give it to him. I'm at level 19- do I need a higher level? I have the 40 points- what else might I need to do?

So you've got the pants, helmet and breast plate? Or did you have them all but a part disappeared?

Force close your game and restart your device. Visit Thurston again and he should have his clothing now.
