Expansions based upon achieving a set number of neighbors

Twice I have tried to expand by getting the specified number of neighbors ( 10 and 20, respectively). The second time, I had 19 neighbors, got the message back that I did not have enough neighbors, and within 5 minutes had 20 neighbors. In both instances, as soon as I had the required number, the expansion option no longer appeared on the menu of expansion options. Now my only choices are 500,000 or 40 gems. Why did the neighbor based option disappear as soon as I met the requirement?? how can I get it to reappear so as to exercise it??

In order to expand, you need to have a certain number of neighbors AND the correct coin or gem amount. You can't expand with neighbors alone. So you have to spend 50k on coins...you also can't skip expansions. You have to do them in the order set out
