Royal chateau deed, how to build the building?

I traded in my tickets for the deed which is now in my inventory. However when I go to buildings my royal chateau the building is still greyed out and says Locked by Goal. I've closed and reopened my game but no luck. How do I unlock the chateau so that I may use the deed to build it? Thank you.

Go to the goal and click use deed, then it should unlock it

I think you have to go to your goals and "show" your deed to the Baron first to unlock it.
