Upgrade library level 4

What are the required materials to upgrade the library to level 4? I have collected all the materials I can see but it still won't let me build it. Thanks

I have had that problem with several buildings trying to upgrade, sometimes you can shut down the game, then log back in and it will show you something different, like maybe when you first checked it you had materials, that maybe you used for something else, making them no longer available for that particular building. For me it's usually coins, it'll say I only need like 10, when its actually 100000......? , just try force closing and see if that helps.
