Gifting limit on fur and silver

When you say there's a limit on fur, silver, ore etc., does that mean that if I sent fur to someone then I could only send one more fur to someone else or that fur counted as 2 gifts and so I could only send one more gift.

You can send three gifts a day to three different neighbours. It doesn't matter whether you send all of them fur, silver or whatever, but you only have a limit of three gifts a day.

You can send a max of 3 gifts. Within those 3 gifts you can send a max of 1 jewels, 2 fur or 2 silver. So you could send 1 jewels and 2 furs, or 2 silvers and 1 fur etc.
