Having a problem giving gifts to just one or two neighbours is there a append limit on how many you can send and receive per day?

No if you have 200 neighbors you can send all 200 gifts unless they already have received their 20 max

I have started declining some gifts. Do pending gifts count towards the 20 gift limit until I decline them? Is there some way to monitor gifts within the 24 hour period without manually writing it down? I must say that I would love to have a status page of some kind.

Yup, pending gifts count towards the 20 cap until you decline.

I just read somwhere that if you respond to a part request you won't be able to send them a gift. It was an older post.. Is this true??

I thought accepting gift requests and sending gifts were seperate....

You can accept someone's request for a part/goal item, etc and still send that neighbor a gift. The gifts are separate.
