Unable to build next level on Theatre

Can anyone help me with this...I have completed all goals to upgrade theatre: 1 enchanted beam, 1 enchanted block, 40 hide and 40 coins. All boxes say complete but the "build" icon is grayed out. I do not know how to resolve this.

Try closing out your game to see if your requirements change.

Yes, they do change the requirements��. I knew it was too good to be true.

This is the theater upgrade items required and completed but "build" button greyed out!
Same happen with sawmills, mines, stable, hatchery etc... Every time show different items!
Any chance to fix this bug??
