I cannot find the way to build it!

Next to floor symbol when you tap on the the design button, there should be a little oven in this category you will find the drink machine, but it and then just request the items you need to build for your neigbbours.

Just be sure to tap in the upper left corner of the drink machine so you don't get the pop up where the coin is. Then tap somewhere on the floor in your restaurant to place it. Tap to open the box and then you can request parts from your nbrs if you don't already have enough. Good luck!
