Mother's Day Dinner Missing

Okay so I bought the mother's day dinner for 12 gems and it disappeared after restarting the game. It's not even in the design tab. Any suggestions ?

Try restarting your device, then check again to see if it shows up.

I restarted several times until it finally showed up but now I'm having issues with the motherly oven recipes not showing in the cookbook.

Try deleting and redownloading the game.
Also make sure you are playing on the most current version:

iOS: version 1.6.8
Android-regular game - version 1.5.5.7.5
Android-Mothers Day - 1.5.5.7.4
