Expand with 50 friends, option disappears

Last night I saw in the Design tab the option to expand with 50 friends instead of coins or gems. I invited as many people as possible to be my neighbor, but as soon as I hit 50 neighbors, this option disappears. Super frustrating as this happened once before. That time I thought maybe I was mistaken, but last night I clearly saw it and this morning it's gone. What gives?

you need 50 friends to expand with COINS. as you hit 50 , the game stops reminding you that you need 50 friends to use that option.
it's the option to expand with coins. you can't expand with neighbors alone.
