Can't upgrade Royal Chateau to level 2

I have gathered all the materials to upgrade my royal chateau but the green "build" button remains "foggy" and won't click. Any advice?

Force close your CS app and open again.

tried that... didn't work. think I have to delete game and reload?

Try deleting and redownloading the game.
