Thurston's Pants

My apologies if this is somewhere else, I looked for but cold not find the answer.

So I got Thurston, beat up enough trolls to get his pants and they are in my inventory, yet he is still sitting there in his boxers shivering.

This unlocked the goal to fish his helmet out. I am crafting the hook now, but when does he get dressed?
My assumption is that he won't start moving around until I get his helmet, but I thought his clothes would go on once I found them.

Any help?

You have to obtain his pants, his helmet, and then his armor. After that, you give them all to him and he will be dressed again.
