Purple Cow?

I am at level 28, almost 29 and never got the purple cow from Ivy's garden? How can I get one? Also, still don't have a sacred horn for the Alicorn, even though I have done adventures repeatedly....hmmmm?

I have 13 fairies in a jar in inventory right now and have even used them for other things...? I really want the purple cow...does it do anything or should I just give up and write if off as a bug?
