are you talking about the vampire rock concert? if you are, then im sorry but you need to complete the halloween goals then you earn it.

It was released with the Halloween themed version last year. However, earlier this year all the Halloween and Christmas content were removed from the game, so you won't be able to purchase it now. It's possible they may re-introduce it this year when Halloween comes around.
