You can accept up to 20. If you decline a gift, you can get a replacement gift for it.

Can you get a replacement from the same neighbor or does the replacment have to be grom a different neighbor?

Has to be from a different neighbor.
If you decline a neighbors gift, they will not be able to send you another one until the next day.
