Problem upgrading buildings on castle story

Is anyone else having or had this problem? I have the items I need to upgrade two. Of my buildings yet the build button is not highlighted for me to press it. Can anyone help me please? Thanks

Close your game completely (not open at the bottom) then open it again.

I can't seem to upgrade the Spire of Love even to level 2. I have all the materials complete, but the Build button is not highlighted. I've tried the suggestions listed above. Any other ideas?

-Delete/re-install CS , play on valentine version
- last option is email to TL.
