Trading Post & Spell Shop

Can anyone tell me what goal I need to complete to get the trading post and spell shop?
I see them on lots of peoples islands, some lower levels than me, but I don't have them. I asked someone and she said they were goal rewards.
Are they worth getting?

That's the question everyone is asking. Months back, Jake was telling us he's working on it (whether he meant literally or urging others to work on it I don't remember) but we haven't heard anything in a while.

They don't want to give us a date so they won't disappoint people if they run past it.
