I just finished Letters part 3. Nothing happened afterward. Is it too late to unlock the rainbow and the unicorn? Ugh!!

I think collecting from buildings triggers the next part.

If you read the valentines thread the info is in there. I think it's triggered from any number of buildings.

Just in case you are confused, the love letters will lead to unlocking the rainbow. The alicorn quest line start from collecting from thurston fort.
