design, expand mode - neighbors disappear

design,expand mode says if i get 7, 10 or 15 neighbors you can than expand the area of your restaurant. well as soon as i got my first 7, than the option disappeared. than i got 10 neighbors, the option disappeared. as soon as i got 15 neighbors no more option. i hope this i a bug if not what a dirty trick to play. i looked forward to getting freinds so i could expand. what a let down,

thats because you needed that much friends to buy the expand i know it doesn't make sence but you need to buy it
