Expansion limit reached and still not to stone gate or turret or throne with crown

Help has anyone else reached a limit on expansion but not reached the goal areas
For the turret or stone arch or the throne with the crown

I'm level 28 if that matters

These areas have not be released by TL yet. They will get released in future updates.

I see so its quests and building upgrade time only and with 99 limits on items that will end ones progress as well
