How can I send gifts (like construction permits, cherry, pine wood) if I dosen't have it in my list?

You cannot send constructible parts to neighbors. When your neighbor is building something, they can request parts from neighbors.
You will get the request that they need a part, you just have to hit accept and that part will be sent back to them.
