What level is goal?

Also why do I see people with items that you can only get at certain levels and they haven't even reached the level yet?

Things marked "Goal" can only be unlocked by completing a goal. Some are time limited so if you don't unlock it, or weren't offered the goal or weren't playing when the goal expired, it'll sit in your cookbook or design tab forever.

There isn't a schedule for when goals are released, but you'll get a popup and a clipboard icon on the left of your screen.

If you're talking about seeing items for the "Goal" level in other restaurants, they unlocked the goal items. If you're talking about other items, I haven't seen that before and you may want to list an item, the level, and the level you saw it at.

Thank you. I guess I thought things like the jade Dragon you received at the highest level. I see it has nothing to do with levels but with completed goals. So what is the highest level you can complete?
