Level 22 and no new goals

I am on level 22 currently and the only goals I have are pink pelts, faerie magic, apple pies and lemonade. It's been a while since I got any new goal to build any building or other things. So do I have to wait for any goal to build the windmill, observatory, theater and cathedral or I can build them anytime I want?
Also do I have to wait for a goal to expand to thurston or yet again I can expand till him on my own and complete his quests?

Gosh you're missing alot. After expanding to thurston you'll have tons of goals. Do it quick because you need to build the Thurstons fort>then you trigger new valentines goal to unlock alicorn ... Etc
