spend gems to finish goals?

I want to ask if in pet story is obligatory spend gems to achieve goals: in "the secret formula" i need to bread a machi and to get a machi I need a maltese who cost gems. There is another way to finish the goal? In FS and RS they never force you to spend gems and you can get it mastering recipes and catalogs, we can get gems in PSS (not paying)?

no earning here. you get gems only by completing the goals that reward gems, playing other games, or buying. so it's common practice to skip goals in pet shop.
