Tablet Quest Help Please

I got to the point where the tablet of whatever is readable (I made and used the tome) but now I'm not getting another part to the quest. I think it has to do with drops from the tablet but it's been over a week and it hasn't dropped anything but coins.

Am I missing something? Or is it just that rare?

It is very rare. You just keep collecting from it an eventually they will drop. It took me about four months of collecting from it daily to get all four. Very very rare! Good luck!
