How to get Penjing trees?

When I click "buy" next to the Penjing trees in the Goals, it shows me where to buy them, but it's locked & says Goal above it. How do I buy them? Thanks!

Need to do the other goal first. A Friend In Need is the 2nd goal listed (it is the cherry blossom). Why it's not listed first is a good question. Someone wasn't thinking ahead here.

We're currently looking into the order in which you receive the new Action Lee goals, but meme1098 is correct that you need to complete "Friend In Need" in order to unlock the Penjing Tree. Sorry for the confusion!
