Trouble upgrading spire of love

I am trying to upgrade the spire of love for the quest "this old spire". Yesterday,the only day it showed, it stated I need pink dye to upgrade but now it is saying I have everything. I am playing it on my iPad (gen 4) can anyone help me please? Also does anyone want to be my neighbor for the friends quest?

I would suggest trying to completely close out of the game, possibly restart your device as well, then relaunch it and check the building again. Could be a sync. related issue.
