Goal promoted that can't be completed.

I am at level 10.Why am I shown a goal to buy the Market, which I did, only to find that you need glue to build it? There is a label that says it can be crafted but there is no trace of such a thing in my workshop. And how do you get wisp lanterns to expand?

You build Glue at the Potion Shop. You build Wisp Lanterns at the Workshop using Earth Wisps.
