The Letter, part3 goal

I just wanted to ask, does anybody know at which level your library should be so it will start to drop books for The Letter,part3 goal? I have got this goal 2 or 3 days ago and my library is at the level 3 now already but it doesn't drop anything except for money.

Upgrade it to five for your best chances. You need to upgrade for an Ivy goal too ("research a steed" if I remember right).

I actually got my first book at a level 3 library but nothing again till level 5. Once to level 5 it took like 3 or 4 days to get the rest, for me anyway.
