flags disappearing on upgrade?

How come some royal buildings, e.g. Watchtowers, lose their flapping flags when you upgrade them?

My pink love spires don't have flapping flags, either while you're looking into this issue...

Level 2 Watchtowers should have the flapping flag now :)

The Spire of Love does not have a flag, this is by design.
