Holiday Goals Rollout Schedule??

I'm kinda new to these games (Restaurant, Bakery, and Fashion) so I haven't played annually yet, and was wondering if there are certain dates that the "Holiday" goals rollout and if there is a list of these special goal time periods i.e. Valentines, Easter, Spring?......

I'd like to know why the kindle fire players received the valentine goals on Feb 19th. Surely, TL knows that Feb. 14th is Valentines Day every year. But, since we received Thanksgiving goals the day before Thanksgiving and Christmas goals after Christmas, it doesn't surprise me. I'd just like to know why kindle users are the last to get anything.
