How to send Valentine's Day cards

How do you send somebody a Valentine's Day card? I received a request to send somebody a card.

it's part of the matchmaking goal for passion dragon. You send friends a valentines day card by clicking the button. Kind of like a map request. They get the request and respond like a map request.
