Unlock Whisp Lanterns

Not sure if someone already post it, but how do I unlock the goal to make whisp lantern?
I can't expand now because I don't have the lanterns.

Keep completing quests in your quest log (the book icon). It's after the one where you craft Earth Whisps.

Keep doing the Old Thomas goals.
