Makeup Counter not in Design area

One of my neighbors on level 88 is trying to get the makeup counter. She's using a Samsung Galaxy phone is there a reason that she does not have the brush icon in her design area. She's is trying to purchase the Makeup Counter. Please help and I will then message her back.
