Why is there a topiary wall limit?

It seems to include arches. I think I have 11 plain walls and cannot purchase anymore. Placing walls in storage does nothing as those banked walls still count towards the limit. What's the purpose of having this limit and can we get it lifted?

I cant craft any serenade wall either as it says i am at limit. How do i meet the goal if so. TL got to do something about this limitation.
