No quests/goals?

I downloaded the normal and Vday version of RS and I have no quest/goal panel on either of them. I'm a new player to the TL games and all the other games I have downloaded have a quest/goal list. They're fully updated, so I don't know what's wrong :(

You need to be on level 12 before you will see the valentine goals.

Are there no 'normal' goals? As in, not the event ones. Again, I'm not sure if there *are* normal goals.
