I have tried many things to get the 4th item in a collection but have not figured out the key. (the knife, the chef coat, spatula, and one of the floral bouquets). Also what does the count mean (the number of the item and the number in the blue line above the collection?

The 4th item is a rare drop, so you're not alone in struggling to find that last one to complete a set! The number oof the item shows how much of that particular collectible item you have. You probably have high numbers of two collectible items in each set, a small number of a third item, and one or zero items of a fourth (the rare drop). The blue line shows how many sets of each collectible you've managed to redeem. Each redemption results in progress in the blue bar. Once it's full, you get an extra bonus, just like the progress line in your recipes!

i get chef coats from cooking on a sushi counter, there was a faq somewhere how to get them.
