I added a new nbr but goal is still here. Also it's strange that at first it was stated the goal 99% completed, than (next day?) it changed to 98% and at some point to 97%.

Actually I added 3 new nbrs but still no luck...

Did you recently remove anyone as a neighbor? This can cause issues with the progress for any "add neighbor" Goals.

Thank you! Yes, I removed few dead bakeries.
The goal is completed now.
