Workshop question

i have 2 workshops and trying to add another and it Says i am capped for this level in these buildings, my question is when or at what level can I add a 3rd workshop.
Along with other crafting buildings are you always capped at 2?? or when you level can you add more? Anyone have the break down of levels and building caps? Ty

You can only have two crafting buildings of each, no matter the level :(
