Yes, when you clear you lose the clothes. I don't think there is a limit.

Yea the tap manage got me a few times for different reasons, usually Im tired half asleep or was trying to collect tips. We really don't need the feature in the game if we really want to clear something all we need is to store it. And I don't think theres a limit to items on a rack or counter.

You do lose the clothes when you clear the rack or table, and i don't think there is a limit of clothes.
