Old goal recipes

Question. Is there any way of unlocking recipes that are locked and labelled Goal? I assume these are old goals, but will I ever be able to unlock them?

At the moment, there is no possible way of unlocking locked recipes. There may be a chance in the future, although I highly doubt it.
