No Goals

Hi I'm on level 17 at the moment but I don't have any goals. U asked a neighbor about it and he said I should expand my city. I did but still no goals. A bug? Anyone got any ideas what to do?

Most cities have no goals to complete. The game only gives you goals when you first start the game, and special occasions such as the Halloween goals.
