New parts n recipes?!

Ok done of my neighbors have recipes I don't now. Like the winter cupcake and winter cake. I keep getting ice flake parts for something. I just don't k ow what?! Any thoughts? Maybe I just don't have the newest update yet like others do as usual?! Any thoughts help is appreciated. Thanks a bunch!

Those are for the locked goal oven.
You have to complete some goals before unlocking the winter oven.
