winter oven and snowy counters goals?

I play on Android and on either versions 1.5.5.7 or 1.5.5.4 I cannot complete the "keeping busy" goal as it requires the purchase of snowy counters which are locked as a goal. How do I unlock goal snowy counters?

Also, the new winter oven is locked as a goal, how do I unlock it?

Has anyone else encountered this?

Once you complete Stormy Weather, you will receive 4 additional Goals in succession (Refuge -> Frosty Furniture -> Wait It Out -> Snowed In). The last Goal in that chain will unlock Snowy Counter so you can complete the Keeping Busy Goal.
