Expanding

To expand to another area like the top part do you have to expand fully on the part you were on like the starting area? Or is there a certain number of expansions and then you can expand at the top?

You can expand to another island part once the game lets you. expand the area near (below) the top level you want to start expanding on. Once you expanded enough and hit expand, the game will show the areas you can expand to. Keep expanding until the area you want is available. YOu do not have to expand an entire area before you can move on to the next area.
